Your JDM B16 didn't come with an Evap Solenoid. Though the P30 does throw the signal (as far as I can tell. I wired it up anyway).
AFAIK, all the USDM 5th gen civic engine harnesses come with an EPS connector. It's a connector with the Red & Yel/Blk wires going to it.

i know but how should wire the two wires since the jdm dosen't have it. i understand the power wire to an ignition source but where should the ground wire go.

Ok, you're confusing me here.
You've got a USDM car. I assume you're using a USDM engine harness, as the JDM harness won't work due to being RHD. The EVAP Purge Sol connector is on that harness It's a round 2-pin plug with a red (ECU signal line A20) and a yel/blk (IGN Ground. It actually runs to a gang-block plug on the driver's side by the firewall that looks like a stubbed-off wire connector)
So, all you need to do is plug that connector into an evap purge solenoid (which you're going to have to source off a USDM engine, either a firewall one or a manifold mounted on, based on where you get it from), and run the vacuum line.

thank you very much sorry for the confusion. my swap came with complete harness up to where they bolt on to the strut tower so i just pluged them in there. so i thought there was no wire to run for this as the jdm dosen't have one.
