Overheating problem

Overheating problem
As the title says...I am having an overheating problem. I searched but all the posts are the same..."I have an overheating problem" and thats about it.
Here are some things to help narrow down what the problem could be.
1. Over heats only when at a stop
2. fan works
3. changed the water pump (brand new from honda), mugen thermo, and mugen fan switch installed 1 year ago.
4. runs cool when the heater is on.
5. checked oil...seems normal.
6. Also did a radiator flush about 7 months ago.
7. Runs perfect on the freeway.
I have no idea...most of my friends are saying the thermo probably went out.
