Default Over heating, help

I have a 94 civic DX, auto tranny. I live in sacramento, CA and the weather has been in the high 90's to low 100's

My car seems to start to over heat when ever I'm sitting at a stop light, then when I take off the gauge rises than finally lowers once i'm actually going(takes a couple seconds). My AC doesn't help, but it is so freak'n hot. Oh yah when I start my car the gauge once in awhile will shoot up than very very slowly goes down.(oh yah checked the fluids there ok, no leaks). and I'm mainly riding on the streets not the highway.

I need help on what could be wron, water pump, radiator fan, radiator, etc.? and if you guys know of around what pricing would be to fix? or is my car acting normal?

Change your thermostat, and flush your cooling system. I am willing to bet your thermostat is faulty.

Do you guys know about how much it might cost me to change it, and is it something that has to be done at a shop?

oh, and thanks for the info!! If anyone has any more info it would greatly be appreciated.
