Default Ok, next step after CEL

So my current situation is an internally broken high-flow cat. and a CEL reading "low voltage to O2 sensor"...

So after I bolt up the Spoon N1, brand new high-flow cat., brand new O2 sensor and Blox CEL eliminator what do I have to do next so I get no CEL?

Unplug the battery for a minute or two?

Thanks!

Reset the ECU by removing the 7.5A Back Up fuse under the hood for a few minutes. Drive the car and, if the CEL turns on, then pull the codes. If you still get the same O2 sensor code, then you did not fix the problem.
