The Yel/Blk wire runs straight from the main relay to the ECU without passing through a connector.
The A26/B2 wires pass through connector C213/C102 in the engine bay on their way to the thermostat ground. Definitely check these connectors.

Grounds a26 and b2 are ok now, do you think you could link a diagram that shows exactly how the relay at terminal 3 is connected to pin B1 on the ecu? reason I ask is because there are two yllw/blk wires that come out of pin 3 I don't know which one to connect to B1. That the only issue as of right now, when the key is in the on(II) position B1 does not get voltage.

How did you fix A26 and B2?
There should only be one Yel/Blk wire coming from main relay terminal 3. Post a picture. Does it look like a cut and splice job?

here's a pic everything looks factory.
It doesn't coincide with this diagram.

Ok With both pins getting proper voltage from the relay and the CEL still stays on and doesn't allow the relay to do the other to clicks. what should I look at from here?

Do Test 1 and 2 below, turn the key to ON(II), and listen for whether the fuel pump runs.
Test 1: With only ECU connectors A and B unplugged, use a jumper wire to ground ECU connector A terminal A7 (Grn/Yel wire).
Test 2: Same as Test 1 except ground ECU connector A terminal A8 (Grn/Yel wire).

Test 2 there is no wire in pin A8 to ground. If you look at the pinouts it says the same. what should I do?

Re: Odd electrical issue fuel pump doen't prime
Just want to thank you to Ron and everyone that helped really get this thing solved. After doing all the tests to find out everything was working properly I swapped the ecu, usually always the last resort come to find out the ECU was indeed bad.I swapped it out with my buddys and the pump primed like normal and cranked right up! I did the K test and everything checked out ok because the only thing not working in the ecu is the TA8903 Power Supervisor IC. turns out to be a common problem. Here are some links with info in case anyone is searching in the future can help narrow things down.
