Default OBD2 to OBD1

The problem is that I have an Obd2 car that will not start when I use a jumper harness and an Obd1 P72 computer or a Chipped P28 Ecu. Is it true that a fuel pin has to be moved to another location on the large plug for the harness. When I plug the obd1 ecu's, I notice that my fuel pump does not activate. I have a JDM type R ecu that is Obd2 and that one starts up fine. But i want to use Obd1 to use a chipped Ecu. Can someone tell me if they know why the car won't fire up?

the conversion harness should jumper everything correctly. it sounds like it's not right.

Thats what I thought it was. That is why I bought a new conversion harness today. I will try it with the new one today. Thanks.
