Default obd0 b16 into 93 civic...trouble!

i'm writin this for a buddy of mine. a few months ago, he bought a jdm b16 out of a 90 jdm integra. we put it in ourselves, and took it to a local shop to do the wiring. but since he got it back, vtec wont kick in. the first few weeks, it would come and go, but now it doesnt work at all. any ideas what the problem could be?

V-tec wont work if the speedo doesnt work. Wiring is a bitch, simple as that. Should of spent the extra money for an Sir2 instead of an Sir1.
