Default No fuel getting to cylinder #3

I have a stock 95 civic EX, and its been running like complete crap. Bad mpg, crappy idle and no power on acceleration. I pulled the spark plug in cylinder #3 and it doesnt smell like gas and has a black tip. the injector is engaging because I can hear it clicking. Does this mean its clogged or is something else wrong with the cylinder?

spark plug wires....on #3. Switch it out with #4 and see if the problem moves from one cylinder to the other.

I cant switch the wires. Each wire is just the right length to reach each cylinder.

Switch the injectors. Does the problem follow the injector?

or make sure the connecter didnt slide up inside the wire. I had one come like that from the factory. Or even make sure its a good connection period

if you're not getting fuel to the cylinder, why does the spark plug wire matter? unless you're wording it wrong
