after i/h/e the next logical step would be some sort of ecu tuning, whether it's a reflash or full stand alone is up to you. hondata would open up a lot of possibilities, then i'd go cams, intake manifold. i don't know much about the b series, i come from a k20 so i know more about that, but that's what i would do.. lol.

after i/h/e id go with a mild cam (ctr/itr's are great but will need a tune, gsr's meh), 66mm TB, and a tune. ive been told that a IM wont make much difference if your head isnt built

What state are you in ? are you required to to stay obd2b ? ( assuming you have an EM1 ).
First thing is ,
Maintenance,
fuel filter
plugs
plug wires
oil
oil filter
oem cap rotor
rotor
once that is done, get a nice air intake system ( wich one is up to you and how much you want to spend)
exhaust system
header
then you can get cams,
I would go CTR/ITR and skip the GSR stuff. Recommended to get the springs and retainers if you can.
with the cam swap you need a re-tune, if you are not required to stay obd2 then get aobd1 ecu and have it tuned to your specific setup.
if you have to stay obd2 , then get an apexi VAFC
then from there one you get into more serious and expensive work. so wait to you reach that level.

I live in Minnesota...i dont think there is a such thing here..im thinkin bout stage 2-3 clutch and light fly wheel, aftermarket fuel pump, conversion to obd1 P28 chipped, and sometime later install CTR cams and shaft, springs and retainers, and in the future, throw in a b18c1 GSR block (maybe) sounds okay?

Flywheel is a great upgrade. Clutch for the power or style of driving you are doing.
fuel pump not needed till you are making more power ( don't need it for a while as the pump will do fine till the 200-220 range and its hard to hit that on the b16 simply ). chipped ecu , sure, but do it right and get it tuned by someone, not generic chip.
Cams always make the car more fun.
