Default new guy with some questions*NEED HELP FAST*

Hey guys, I live in TN. I bought the car from a guy in MS its a 99 civic hatch with a b20z swap. I just went to get the emissions test done, I just moved up from MS so the emission thing is new to me. The check engine light is on never really bothered me motor runs fine and strong. Took it to get it tested and my obd port wouldn't register and they couldn't tell me what was causing the check engine light to come on. So there for I failed the test, I can register, title or tag the car till this is solved. What are somethings that I should look at as to why my obd port isn't working?

not sure what ecu is used but it obviously has a obd converter in it. there are only five wires going to the obd port, thats not right is it?

the car and myself is from mississippi, they don't care in ms, if you said its a swaped b20 they would be like b what??? I don't know about the TN laws, they didn't look under the hood, just check for a cat, check the compression on the gas cap, and then plug the obd reader in. if everything reads you pass, or if your in my situation the cel is on and the obd port isn't working ya fail.

there was only 5 wires going to the obd port is this right or did they not hook it up? Also here are a few snaps of the ecu and harness

I think you have a converter harness which converts it from OBD2b to ODB2a or maybe ODB1... hrmmm either way you cant pass with a conversion harness.. well in california u cant.. what kind of ecu are u using?? look on the back of the ecu.. it should give u numbers and letters.. also you can manually check the check engine light codes.... take a wire with open ends, bend it in a u shape then look for a brown plug next to the bottom right ecu holder.. plug that wire into the brown plug and turn your car on but dont start it.. your check engine light should start flashing.. 1 long flash that holds counts as 10.. 1 short flash counts as 1... the long pauses in between counts as a space meaning a new code is gonna appear..
