Need obd1 p72 help ASAP-Was told chipped to 4400/9000 specs - Ecu appears stock but only revs to 700

Need obd1 p72 help ASAP-Was told chipped to 4400/9000 specs-Ecu appears stock but only revs to 7000
Aight guys...I need some help...Here's the deal...
...I got my hands on an obd1 p72 in a deal I made recently... Iwas told that the ecu is chipped, with a custom program (was used for a poor mans type r) with vtec kicking at 4400 and redline at 9000...After putting it in my car to test it out, the car still runs great(stock jdm b16 sir-ii), actually harder than it did with my stock p30...But its redlining at 7000 and wont let me shift past that, in any gear, so redline obviously isnt 9000...I could shift past 7 w/ the p30, so my assumption is it has something to do with the ecu/the chip in the ecu and not my motor...
...I put the ecu in another car (ls vtec, originally obd2a (96-98 hatch, w/ a obd2-obd1 step down harness) and it did the same thing...Im assuming it needs to be rechipped in order to take advantage of its full capabilities, but im not really sure what the problem is as it sits now, even if it was unchipped, and a stock ecu, i should be able to **** past 7000, and i doubt any chip would feature a 7000 revlimiter...
...Like i said im not sure whats up w/ the revlimit, but before 7000 my car runs fine, in fact it runs great, gotta be a good a/f ratio...A guy I know took a look at the inside of the ecu (I am unfamiliar w/ ecu territory) and said it looks like a stock p72 to him...Now if that means anything or not Idk, but im adding that to the details here...Can any1 look and suggest anything/help me out here?...

well for sure it's not chipped. that's obvious.
as fro the 7k limit... the stock P72 = 8100 RPM revlimiter.
are you hitting a rev limiter at the point or running out of power?
rev limiter - slam you forward then backwards as it bounces.
run out of power - just will not climb any more
also there is something worng with that ECU in general. I have a feeling it's not a P72. I don't see the IAB control.
I thought the part location below J1 is supposed to be nonexistant.
plus isn't the 301 on the MCU indication of a P06??

Hey man, yea it doesnt appear to be chipped but its definitely a rev limiter cause it bounce back down in rpms after i hit the 6900-7000 mark...
...I really dont know wtf is the deal...can anybody help?...

I'll quit editing my posts and post again to save in more problems.
I'm 100% positive it's not a P72. now that I've had some time for my brain to settle into this.
P72 has IAB control (this doesn't)
P72 has VTEC control (this doesn't)
P72 has knock sensor (this doesn't)
you got shafted.

Hmmm...IAB missing? Interesting...Im not familiar with what that looks like but I do remember hearing how p72s are noted for their IAB's...as for the p06 issue, that actually sounds like it makes sense...Im gonna look into that with some detective work...I could be wrong but i think my old p05 use to only rev to 6900 as well...
...That may have nothing to do with this, but that seems a little ironic to me...If im right about my old p05, and a p06 and p05 have the same revlimiter I may have my answer...

...Relic my man you are very knowledgable, and dead on...I got shafted and it is a damn p06...I realize it could be converted but I bought it w/ the understanding it was a p72 and it is not...
