Low voltage in 02 sensor???

Low voltage in 02 sensor???
Well i got my code read and its low voltage in my 02 but the guy said just reconect the wires and then you should be good to go because the existing wire is not making good contact...any way i did this cleared the computer and then it still pops on. Now my question is could my 02 sensor be bad or what
