Icon2 jdm gsr swap, low idle, code 14

Okay guys, I've researched and search all of HT and google as i can and still nothing that solved it. I swapped in a obd2 jdm gsr with a blox intake manifold into my 99-00 civic si. It is running on an obd1 p28 chipped by phearble.net.
First time i start it up i idle at 1000-1500 and also gives me code 14 which is the iacv.After i fixed a vacuum leak that was coming from the injectors, the idle now sits at 100 and seems like it will stall out. I'm sure i have no vacuum leaks, because when i cover tb it will stall out. I also have the iacv connector plugged in right, i've double checked this. I also switch iacv's and cleaned them from my b16 and it still gives code, after i reset ecu. So as of right now, it gives me code 14, loow idle, and sputters at 1500-1700(hanging kinda like if u had launch control), other than that, after 2000 rpm it drives fine.
Any clue on what i could have messed up on?

phearble only gives basemaps not a tune.. if i were you i would return it to stock

I've tested the ecu on my buddies b16 del sol and it runs perfectly fine(as fine as a basemap can get you), no cel what so ever.

well code 14 is the IACV(idle air control valve) try cleaning it

I've tried cleaning it and switching it with a kknown working one, same thing.

hey got same promblem code 14 i to 2 diferen 1ns and still same all this started when i had my gsr head shaved. when it was put back together got code 14 if i get any news i"ll get back ok.

did you adjust your idle screw ? lol the flat head screw on the top of the throttle body next to the sensor.
