Default issues with 98 civic low beams; not headlight switch.

i will look into this again this weekend but wanted other ideas as i know this is a common problem.

- i have previously checked fuses and they appeared okay.
- i also checked for power at the bulb and there was none.

assuming my information is accurate is it common for there to be an issue with the wires and if so where should i look?

i will confirm the fuses are functional by swapping and or replacing with new ones. i will also retest to make sure no power is getting to the low beam.
i assume the low and high each have their own power and share a common ground; is this correct?

i also have not back pinned the switch on the column to make sure power is getting to and leaving the switch. already replaced switch...no changes noted.

what say you?
