Default inspection help

ok just moved to tx and theres two things that i know will fail me for my new inspection, one is i have no cai, other is my windsheild wipers don't work, i can get a shop to over look the cai but not the windsheild wipers, and they do works it's confusing. if u put the windsheild wiper fuse in under the dash it will run and work, just u can't cut if off, even if the switch is in the off position. the only way to cut it off is to pull the fuse out and it kinda becomes a pain after a while when u have to keep pullin over to but the fuse in, and i've been usin rain-x but it only works to an extent plus i would like to have the windsheild wipers just to have them but i definately need them to pass inspection. is there a relay that could just be runnin in straight power or is the switch on the column bad or wat plz help cuz i don't wanna take it to a honda shop and pay there fees. thanx in advance

the car is a 93 civic hatch if that helps at all

I would guess the switch is bad, though it would require further testing to be positive
