jdm blocks don't have a vin so unsure about all usdm ones. the older usdm blocks didn't have the vin tag's attached but the newer ones do.

if it's from 97-up and has the VIN plate in the front-bottom edge of the engine then you can check it. if it's 97 or older then your'e assed out....they didn't come with VIN plates on the block. is it a US or Japanese GSR?

The Police station / CHP or what ever law authority can run the number on the block ( below the B16,b18 ect.) regardless of the year of the block. If it is a JDM motor, they will run the number's but no information will come back.

im pretty sure they just cross reference it with a data base that has engine serial #'s in it. im sure that most people who got their motor's stolen DID NOT report their s/n's. the truth is its pretty hard to tell if a motor is hot, unless the serial #'s are filed off.

The easiest way to make the purchase legit is to get the serial off of the block, jdm or usdm. Call your local law enforcement office and have them run the numbers, and then if you ask( I have done this) have them fax you a letter stating that you had them check for possible stolen merchandise, nothing special, and get a signature. Takes all but 2 mins for them to type up, and then it's done! Legit or not, the block is yours and you made an attempt to check!

JDM blocks have no VIN on them. Newer USDM ones have a plate bolted/riveted to either the block or tranny. A lot of people when they do a swap also swap the vin plate on the motor to avoid the hassle. VIN plates on motors are basically useless cause they are easily switched.
The number stamped on the block under the B16 or whatever isn't always registered anywhere so it usually comes up blank. Some insurance companies request that number when you insure a Honda and that is where the record of it is. Otherwise, anyone who has a motor they know is stolen they just take the vin plate off and it is virtually untraceable.
But to answer your original question, you need to get either the vin and/or stamped number from the block and contact the State Police. They can tell you if is stolen but not that its not stolen.
