It's pretty much the same thing as VTEC-E found in the '92- '95 Civic VX. Also, the '01+ Honda VFR800s have this sort of VTEC in 'em.

hmm a really different design. Do they use the current vtec design in the boat motors ?

Yeah the VFR has is and I think there was a JDM bike in about 94 that had some sort of VTEC in it. I think it was a 400cc. Not competely sure if it was "hyper" or not.
Interesting tidbit about bikes. Did you know suzuki made a rotary powered bike in '75. weird
Edit: isn't this kind of what the Asymetrical low speed cam lobes on a VTEC cam are for?

And did you know that Honda made a turbocharged bike in the early '80's? It was a 400, I believe.
