Default Do 99 Civic's Have a Cabin Air Filter?

I looked and found this behind the glove box, my blower sounds like it is pulling leaves around and this is what I found.

Should there be a filter there or was one never factory?

Or is the filter the one to the left?

There was never one from the factory. You can add one.

Honda was cutting cost. That $10 filter would have made them loss so much revenue. LOL

Not very many cars had cabin filters in the late 90s and the 99 Civic was designed in the early 90s so the lack of cabin filter wasn't exactly a result of cost cutting.

Also, if you think a car manufacturer is paying ten bucks for a filter, you're sorely mistaken. Almost no car would have a cabin filter if the manufacturers were paying ten bucks a pop for them.

I'm fully aware of that. I'm sure the average they pay for each filter is less than $.75/ each. So if they weren't cutting corners by leaving the filter out, why have a spacing for it? Yes, cutting corners at its best.

Not totally true everyone. Some 96-00 Civics had cabin filter but most did not. It was a factory option. As a mechanic I have seen a few 96-00 Civic with cabin filters. You can also add one in with a factory kit or swap the HVAC box for a CRV or another Civic as some have cabin filter.
A good way to keep leaves out of the HVAC box is to not park under trees.

The space was added in because they didn't want to redesign the box just for the Mexican market. The space was originally intended for Mexican drug cartels to hide drugs in for border crossings.
