hole in block?

hole in block?
my question is there is a hole in the back of my b16 block right next to the oil filter. it looks like a perfect circle that is imbeded. i have seen other blocks with that hole plugged, but was wondering what that seal was called, and how do i place another one in. would i have to take it to a machine shop to press it in? any help would be appreciated.

I think that it may be a frost plug. If that is what it is, you just press another in. They are removed when a block heater is used in cold climates. You remove the frost plug and press in the block heater.

the plug is to the lower right about an inch away.
its the open plug to the bottom right of the oil filter
