high increasing idle

high increasing idle
On my D16Y8 engine when it first starts up the idle is at 3k it comes down to about 2500 after 10 minutes, I've tried adjusting the idle screw but i can't turn it anymore its as low as it will allow me to go.
I unplug my IAC and it idles at 1000, when the book says it should be around 450rpm
When I drive it I take the rpms to about 3 and when i press the clutch to shift the rpms go up until i disengage the clutch and back on the gas.
Also in 1st gear the car drives itself pretty much gradually going up in RPM until about 4k - 15mph without even pressing the gas.
It sounds like the throttle is stuck or something but it closes all the way from what I can tell atleast I even loosened the throttle cable until it was just hanging but still high idle, what can this be???

I think i might know what it could be, I'm missing the evap purge valve canister that on my Z6 manifold is right on top in the back, I have a connector for it on my Y8 but theres no canister and the line coming off the IM is blocked off.
