Well you also had a problem with the visual inspection regarding the vacuum lines. What types of modifications have been done to the motor? Need more info about the car.
At 15mph..
The HC and NO levels are 2x what is allowed.
What is your timing set at?
Changes in ECU/Tuning?
Lots of vehicles can display higher measured amounts at low speeds, but that is WAY off where it should be.

You have to look at the O2 left over also.
It seems like the cat was not warm enough. or not working good enough.
Also all of your numbers are high which points to the cat.
Have you changed out the O2 sensor and or cat?
Modified <U>OTHER</U> emissions equipment... Did he inform you what is wrong?

Do you have the reciept for the headers?
Also is there a metal tag on the headers? Dude might have not looked.
What CARB # do you have? I will look it up for you.
Edited: Is it D-381? The one for the VW is D-381-1. If he added the last (1) then he sucks.

I extended my o2 sensor wiring and thats why he said modified emission component....and carb # says really D-381-1....i think

I didn't extend my wiring, i just cut back on the split loom and retaped and split loomed the part; that combined with the longer wire harness that the NTK 24172 O2 sensor comes with, it not really modified since I didn't splice into any wires.
