Guages not working

Icon6 Guages not working

Alright so here goes. Just purchased a 93 hatch w/ b16a turbo swap. Not sure whats going on with it but the gauge cluster isnt working. The head lights work when turned on and the cluster lights turn on. However, the turn signals dont work along with any of the gauges. Can some one put in the right direction as to what to look for and check. Im use to DSM's so this is something new to me.

Fuse 15 is blown.

Thats exactly what it was. All the gauges are working again. Now my only question about this is. Would this happen to affect starting at all? The only reason I am asking is because the car wouldnt start while this was going on and now all of a sudden it does after I replaced the fuse.
