There is no JDM D15B7, you can attempt to replace it with a JDM D15B but that's a VTEC engine, but lucky for you all 92 Civic's are prewired for VTEC. You could go JDM SOHC ZC too, about 120HP and no VTEC.

In a word, yes, you are lucky. If you read what I said before, I said "most" Refs will put notes in the comments. Obviously the procedures the Refs follow are not properly documented, which explains why some Refs will BAR a JDM motor while others won't. The inconsistency among Ref stations is frustrating to say the least.
My point is, if you put a blanket statement out there like, "just get it BAR'd for an LS swap and then you can a JDM GSR or Type-R in", some people may do just that...and then get an ugly surprise when a cop pops their hood and sees a JDM motor and a BAR sticker that says "B18A2" on it.
Keep in mind that just because yours doesn't say "B16A2" on it, the fact that the sticker notes it's a 1999 would imply there should be a VIN on the motor. No VIN on your motor may raise questions and get you a Ref ticket. Or not...depends on the cop.
The moral here is, YMMV.

The big deal is the fuel system and evap canister. The K series equipped vehicle have a returnless fuel system, so you'd have to convert your vehicle's fuel system to that of the donor vehicle. The evap canister and filter are all in the vicinity of the fuel tank.

I believe a D15B is considered a direct replacement for the D16Z6 and shouldn't need to be BAR'd in a USDM chassis. And yes, 92s all have VTEC wiring, so no worries there. Saved me a hassle.

sorry for taking op, but i have a 96civic hb and i have a 98 b18c1 motor in the car. right now i have everything stock in except the intake* can i have this bar'd? my friend told me i need to change the intake to the stock box before taking it to the ref...

As long as the intake is specifically made for B18C1/Integra GS-R and has a CARB EO number sticker then it will pass BAR inspection. If it isn't then you need the B18C1 induction system or a B18C1 stock induction tube connected to your vehicles stock air box.

If someone created an intricate engine cover like the latest and greatest Acura's and other luxury vehicles for swapped vehicle then the CHP wouldn't know what to do when you popped your engine bay. Of course it would need to surround the engine closer to the valve cover.
