Default Fuel pump will not prime!

Okay I have been having some issues with getting my car started for the past few months and I have limited it to the fuel pump. When the ignition key is in the on position the fuel pump does not make a sound what so ever. So I pulled apart the back seat to get access to the pump and tested it to the multi meter and the results were no voltage to the pump. I check fuses 24 and 31 and there is no resistance in them, but the actual socket for 24 is only getting 4.3v and 34 is getting around 6v. I then proceeded to jump the main relay socket 1 to 7 and it primed just fine as well as 5 to 7. I'm lost about where to go from here.

What voltage do you measure across the two battery posts?

Have you resoldered the main relay?

Redo the voltage measurements of fuses 24 and 31, except do it the way described at the Fuses link in my signature.

Sorry I tested them wrong the first time. Fuse 34 was 12.50v and fuse 24 was 12.33v.

You need to test fuse 31 not 34.

I'm sorry I meant to type 31. So fuse 31 was 12.50v and fuse 24 was 12.33v.

One more test. Unplug ECU connector A, turn key to ON(II), and then ground terminal A7 or A8 in the connector A. Does the fuel pump run? If so, swap in a known good ECU to see whether the problem is solved.
