He just bought a 1993 Civic Del Slow S. 200xxx on a D15B7 completely stock.

We were painting over some rust in the trunk after driving it up town just fine, windows were down while we were doing this and everything was fine. Got in the car as it started to rain, windows wouldn't move, nor would the tach. Later tried the blinkers and they wouldn't go; although hazards and parking lights were fine. He slammed his door and the front windows rolled 10 cm and stopped. Later his dad came out and he tapped the front of the driver side door the same time he popped the hood and something must've moved because the driver side window went up, tach worked, blinkers too. Other windows didn't though. 20 seconds later went back to the same problems. All the fuses are fine with the corresponding problems.

Don't know where to go from here.

Bump? This is his first Honda and he's new to them. It's kinda diminishing his already new love for them. Kinda like buying a dog only to find out it has incurable cancer.

Check whether 10A dash fuse 15 is loose.

Check the G201 and G401 grounds:
