Default engine problem!!

I have a hatch with a b16 swap, I recently had skunk 2 stage 2 cams, ecu, titanium springs/retainers...My car runs great at WOT, but when cruising around town, it starts hesitating (almost like a rev limiter) at around 5k rpm, it also does this if i down shift. The only time it doesn't do it is when you go from a stop.

it idles fine...around 1k rpm.

I changed the plug wires, but not the plugs. Didn't fix problem! Maybe I'm getting too much fuel...Edelbrock Throttle body, Skunk intake manifold, holley Fuel pump, holley fpr (stock injectors), 4 to 1 header, 2.25" exhaust (no cats). When I change plugs, any suggestions??

It has a new valvetrain in it, you think a valve adjustment is what I need.
