"Better" is a relative term. Is this just going into a DD? What year, make, model? You may have to do some wiring changes depending on what it's going into.
Personally, I'd take the Z6, unless the D15B has VTEC, as it would probably be in better condition.

the engines are going into a 1995 DX coupe, the engine in the coupe is a D15B7, all 3 engines are VTEC, i know the z6 needs the p28 ECU and the 15B needs the p08 ECU, and finally i have the wiring harness adapter for the vtec, as i asked around and they said the only major differance from the engines for wiring concerns are the vtec cellinoid.

Unless your on a quest for mpg's i'd stay away from the z1. I had a vx civic and it was good on gas but slowwwwwwwwww as hell. The vx comes with a d15z1. I agree with wizco get the z6 and send your stock p06 ecu to phearable.net and have him chip it for vtec, it cost $100. Then you will just have to wire up the vtec soleniod and pressure switch.

either way you are going to have to wire vtec. i would go for the z6 if it is a complete swap. considering it is going to be shipped for that price that would be my choice. the d15b is a jdm motor though if your into that which most people here are. i am not into "mad tyte JDM yo". not my thing. i just want something to work and look good. wether it be JDM or USDM. there is a larger following of z6 parts here in the states. both engines have 40k mi on them so see if you can get leakdown and compression tests on the engine before making your final decision. the p08 ecu (JDM) is the USDM p28 so you know. hope this helps.

I'd say stay away from the Z1, between the D16Z6 and the D15B Vtec its hard to say. If you live in a state with strick emissions regulations then the Z6 is probably the way to go, otherwise i'd say it more comes down to what comes with both engines, JDM units are usually pretty complete, i run a JDM D15B Vtec and it came with everything you have listed plus flywheel/clutch/pressure plate. I'm quite happy with it, i put almost 20,000kms on it since i got it, running it on a virgin P28, 4 wire O2 sensor, and added the purge solinoid. You can get P28s cheap if you look, paid $40 for mine, that was at a junkyard. good luck and happy swapping
