Emissions question need help 99 civic si...
Guys really need some help gotta 99 si running p28 hondata no codes, bit got a emissions test in the mail. Went yesterday plugged up wouldn't read and failed. Is there any loopholes for this to pass. My car is tuned with the p28 already. I don't have the oem ecu anymore. I will run with the stock ecu but like grap. I would have 2 pending codes of course rear o2 sensor and po420 for cat. Any information guys that would allow me to pass without changing anything? Any ideas that I could try to pass.

That's an option. Don't know why the OP doesn't just find a stock ECU for emissions. Don't know his setup. He never gave any details on it.
The fact that he doesn't have the rear O2 which would throw a code on the stock ECU, and a code for cat, which suggests he's running a test pipe or no cat at all, would probably fail him on the spot.

Those would be my two choices. I still have my stock ecu and plan to run it with an emanage to pass emissions. I'm running a b18c1 bottom with b16 heads, all skunk2 valvetrain running about 11:1 CR. Hopefully it'll do the trick

So-- obv your running a test pipe? and no 02? You could try using a defouler on the rear 02 sensor to "trick" your computer -- but no cat..... I dunno how you fix that. Well aside from making friends with the people that do the inspection.
I know in NY- you can beat it with a waiver. If you can prove you spent over 600 in repairs to remedy the problem (in your case, buying a cat) you can contest it- and get a waiver through the state. However, you have to fail the test a few times....and pay $21 each time, then drop 600 in repairs...send your paperwork in- and wait til they get back to you.

Run an ECU from a Y7 and hook up your o2 sensor. You just need it to run for about 10 minutes without throwing codes and you can get it to pass because the Y7's ECU (sorry, I don't know the ECU code) only has readiness monitors for cat, o2, and o2 heater and the readiness monitor for the O2 heater will set to ready within 2 minutes of starting the car and most states allow 2 not readies to pass.
