EM1 Wont start after theft! FUEL PROBLEM

EM1 Wont start after theft! FUEL PROBLEM
Already searched and still cant find anything.
(It had no front end so the engine bay could of got wet a little.)
So when my car was stolen, it was found dead with the fuel line sliced (nitrous solenoids were there) and the ignition in the on position. So car was there on, and drained battery. When I powered it up, no fuel pump power.
Today I replaced the fuel pump with a new one because the guy that works at advance told me it could be burnt. (ok) So I did that powered it up and still nothing. All it does is cranks. So basically no power to fuel pump. No fuel delivery. I checked the fuse box (inside car) and fuel fuse was fine.
NOTE: I grabbed a meter and checked if power was reaching the fuel pump and it was. Could there be anything that could trigger the fuel pump not to start if power is getting there?

my car is having the same exact problem, expect when I test the yellow/green wire that powers the fuel pump, my test light did not come on, so I do no believe im getting power there.
Could be your FP got shocked

Is the fuel pump grounded? get a pair of jumper cables and put around a bolt on the fuel pump, then find a clean surface to ground too.
its worth a shot.
BTW if they stole the car, did they bash the steering colum to bits?
and if its like my civic, the ground was found on the driver side door sill.
