Default EG Si Problem. Removed Valve Cover When Replaced Car Runs Like Crap! Help ASAP!

A friend took off his valve cover to paint it. Then he put it back on. Now his car runs like crap. I went through all the normal things about valve cover seal and such and it doesnt seem to be the problem. He didnt break any sensors, didnt damage anything. He and I are stumped.

No oil on the spark plugs or spark plug wires. Everything is connected correctly to the dist.

Any ideas?

Thanks

It seemed to be his valve cover seal. There was oil on almost all sides of the motor around the seal leaking down the head. He also didnt have his valve cover grounded. I told him to do that aswell as replace the seal. He also somehow broke off a valve cover bolt in the head and that one point is loose. So hopefully he will be able to drill and tap that out so that side is sealed aswell. That seems to be the problem there is nothing else going on that I can see or that we noticed other than those things.
