Default Dumb Question

Yes i did mean the ones that are on the shifter it self and no i dont care to spell everything correct. It's not like its a midterm paper... Anyways I think that the answer to the question is that it stops the shifter from raddling, If I'm wrong please tell me or if I am correct please tell me as well. thanks
