Converted to obd1=cel

I just converted to obd1 with my EK4 b16 powered EK. I got a cel, its code #14, IACV. Does anyone know why this might be? The ecu is good, I do know that. I even tryed to put my brothers P28 in my car and it still threw the code. I also changed my manifold to ITR along with that IACV, so I know its not the IACV. Any help here guys would be great, I want to dyno tune my car this friday running the P28.

either that (not sure what he's talkin about) or...

are you sure that you have the correct plug on the IACV? theres 2 that will plug in, you might have them switched up?
