Convert nonvtec ecu to vtec?

Convert nonvtec ecu to vtec?
I was wondering if this was possible ? I heard someone mentioning that this was possible but yet I don't understand that if this is possible why doesnt everyone just have their dx ecu's(obd1) converted to a vtec ecu rather than just using a p28 ecu ?

yes its very possible and many people have p06 ecus converted to p28s

because it takes consideralbe soldering and electronics know how and skills
