Default coil or icm problem?

alright so i know my distributor is the problem. at 3400 rpms the cars feels like it's bouncing off a rev limiter and it won't go any further.it's a d16z6, though i don't think that really matters being that all the ditributor internals tend to be the same. car starts and idles fine but i just can't rev past 3400. does this sound like the icm or the coil?. i'd check it myself but i don't have a multimeter. i'll pick one up later today to check it out but i figured that since i was on here looking around already i'd get an opinion or two

Sounds like LIMP mode to me, done any recent major work to the car? break any sensors? switch ECU's?

nothing crazy. it's all stock. i broke the speedo sensor in the tranny but that really shouldn't affect it. what exactly is LIMP mode. i've never heard of that.
