Default Codes p0135 and p0141

I just bought a 96 honda civic 2 door. D16y7. I have both the up and down stream o2 heater circuit codes. Both sencers are new and fuse 15 is ok. Any other ideas. I only have 5 more days to get inspection lol

Do both O2 sensor connectors get battery voltage from fuse 15?

May or may not solve the issue but worth a try:
Disconnect both sensors and clean internal connections with electronic cleaner/lube spray from radio shack (or cheaper options on line)... then reset ECU by disconnecting negative terminal and turning on light/brights/ and step on brake pedal a few times to drain residual. Reconnect battery and with all electronics (radio, lights, A/C, etc.) turned off... start engine and let idle for few minutes. Hopefully codes will disappear and stay gone (not just temporarily).

I know its sounds odd as this is a problem with a lot of hondas. (Short circuit caused by intake manifold bracket) causing fuse 15 to blow. Theres a buliten for it from honda. But my is NOT blown. It seems to be acting just like that issue but i dont see the short and my fuse is not poping.

If there was a short, then fuse 15 was blown.

How do you know there's a short if fuse 15 doesn't blow?

How do you know fuse 15 is not blown?
