Clean your IACV and check VSS. Replace if necessary.

BUMP Update. further testing, clutch has nothing to do with the surging.. Gas pedal pressed slighty causes the the engine to bog.. like its about to stall, so i have to give it more gas.. Throttle body cleaned, IACV cleaned. FIA Reconnect (was DC before and was running fine[could cause the boggs?])

II. as i was checking everything, i raised the car and shifted to 1st and noticed that my Right(Passenger) Wheel doesnt turn/run with the Left(Driver) Wheel.. any idea whats causing this? and could this contribute to my VSS not working?

1) Use a code reader to pull the OBD2 codes, which will provide more detail about the code 14/idle problem.

2) Code 17 -- Check the VSS connector for voltage and ground. Also check 7.5A dash fuse 15.

A bad or corroded VSS plug is a common cause of code 17.
