Have you checked any fuses?
That would be a good place to start.

It has to be a fuse or bad ground or something. Have you at all recently worked on anything electrical in your car? such as install new electronics? Or an alarm? Basically anything that would cause for you to be working on your car's wiring (as well as add your own)

Well only way to tell if its fuse/wiring related, or just the cluster is to find a friend or someone you can trade clusters with just to see if it works or doesnt work.

Did you make any changes recently - a new gauge cluster, a new distributor or VSS - or did this just start happening to the stock cluster?

This is a question that you should have answered in your first post.

From what i think, its got to be your Cluster that has issue...probably burn up somewhere inside the cluster...swap it out and see what happen next if thats the cluster that was workin before....since u said its not your fuse from the inside dash....its seem too many issue for fuse but i can be wrong too....but try to swap your cluster out first i would do...??

Did it just all of the sudden stop working???
