Define melted? If you need a new cat, you can either smell more fumes, or your car won't pass smog with higher HC levels.

if it was melted to the point that it clogged the interior of the cat, then yes, your car won't start. otherwise, you really can't tell unless you take it off, look inside, or maybe even cut it apart.
