Brights not working?
Decided to make another thread for my headlight problem since I need a solution asap and the Lighting section hardly gets any attention.

Anyone know what this stuff is thats inside my headlight plug? Is it supposed to be there?

its old dielectric compound, if that were the cause, your headlights wouldnt work period
and it most likely wouldnt be both sides
pull your bulbs out and check if the filament is dirty/damage (if you had a multimeter, check for any continuity.
a more likely cause is the combination light switch behind the steering wheel
