bad vss or gauge cluster??

bad vss or gauge cluster??
The other day I was driving and my speedometer was doing its usual bouncing around. Its done that since I bought it and had it fixed for a short time by wiping off the vss. Suddenly it jumped way passed 140 and the needle got stuck pointing straight down.
Now when I turn the power on it jolts clockwise between say 6 and 8 o'clock. When I accelerate it tries to go clockwise but gets stuck just below 0mph cause it will not go further.
My question is can I just replace the vss and the needle with fix itself or do I need to replace the cluster, or BOTH????
95 ex 5 speed with b16 swap.

do you have a friend who would let you borrow his GC for a bit. try that first since you say wiping the VSS fixed it(wipe vss again tho)

I don't know anyone else with a civic that has a cluster compatible with mine. I'll be disconnecting the vss fully today and cleaning the crap out of it.

Well I cleaned out the vss and took apart my cluster and rotated the needle back to normal and did a couple laps around my works parking lot. But to no avail. Speedometer doesn't even move now. Gonna try soldering the pins on the back of the cluster when I get my hands on a gun. Anyone have ideas to try other then that?

Update: I guess the speedometer was just not registering at low speeds going around in the parking lot. Got it on the road and for the first 1/4 mile it was hesitant about giving an accurate reading but then evened out to proper.
