Default Air Conditioning recharge problems

So I got a 99 civic and my ac wasn't working. I bought a recharge kit and the gauge reads almost full already...So I charge a little more into it while the gauge still is reading in the filled area (not overcharged). The needle as starts rising as supposed to. It's at max filled now. Still no cool air. The odd thing is while the car is on with ac on full blast, the gauge sometimes drops to zero, stays there for a few seconds, and then slowly goes back up to the filled area. A few seconds later it does the same thing. What's wrong?

is the compressor kicking on? The compressor has a built in pressure switch and it will not engage if there is too much or too little pressure. Also, the compressor will kick in on and off from time to time due to the fact that air is trapped into the cooling system. That's why you need to evacuate the system(suck out the air in the system to a negative pressure) and recharge.

How do I know if the compressor is kicking in? The AC fan turns on right when I turn the AC on.
