What year car is it? I ask because the internals in the cabin are either vacuum or electronicly controlled. Either way tho the Ac is controlled by a switch on your climate controll which needs the fan to be running on a setting greater then the off position.

edit: somehow I completly missed the first line lol, let me check for you

Ok there are two relays, both appear to be located near the ac compressor,

one has wht, blu/blk, yel, and yel/blk - condensor fan relay

the other has wht, red, blk/yel, and blk red - Compressor clutch

Man ive looked on the car its a 99 and its by the compresor but there is a relief valve on the ac compresor if the presure gets to hight right??

Cause basicaly ill be driving and all a sudden i get to a stop sign my revs are high so i push the ac on then off and the revs go down.

I dont so much think its an relief valve if it looks like the stem on your tires thats where they fill the system, but im not all that familier with the Ac system, Im excellant at electrical trouble shooting tho

NO the white mist and comp oil cam from the bottom of the compressor or the back side of it **** was coming out there is still presure int he system..

But here is the question

Say if the comp relay were to close contacts and the compresor was powered would there be a signal from that relay to the ECU on the car for it to speed up?. Im wondering cause the pump engages and the cars speeds up.

What happend was i think the relay is fucked and it was engaging the clutch on the comp and the system was over heating cause the fan was not running so there is a relief valve on the compresor that relases so much pressure to prevent damage.

I dont think so, its a closed system and you dont want that stuff going into the atmosphere let alone people breathing it. Pull the relay once and see what happens, you can then use a test light to see if the relay is being powered or not and then know which end of the system to trouble shoot, Otherwise the compressior clutch might be stuck on.
