Default 99 civic ac help

Ok so me and my buddy tackled my mothers ac today
99 civic Lx auto
Ac was blowning hot so we replaced the following items and did a complete recharge
My buddy has the Machine to suck out freon..
Compressor, expansion valve, dryer, and a recharge

After all was replaced (new parts) still blows hot air..

Only thing that i didnt replace was the condenser would that still cause it not to get cold?..

Yes both the compressor engaging and fan comes on.. But whats kinda strange is sometimes the compressor will switch on/off rapidly..

Im going to buy a new condenser soon so that i know everything is new

Performance test the system (high and low side pressures) as described in the service manual.

If you overcharge a system it will engage and quickly turn off and on. How did you add refrigerant?

Are you sure you pulled a vacuum properly? Is your climate control working properly? Was the correct oil amount added to the the compressor, if it didn't have any, and the dryer?
