98 EX b16a idle problems

Default 98 EX b16a idle problems

Hi, my car seems to idle at 970-1050 rpm (numbers taken via timing gun) and it feels like it's idling really low, and if it drops below 970ish it seems like it wants to stall out, say if I turn on the lights for instance.

I've cleaned the IACV, nothing
New IACV, nothing
Tried adjusting idle via screw, screw changes nothing
Thermostat is most likely not working correctly as my temp gauge never rises above the cold mark.

I can't get a correct ignition timing reading because it's idling above 750 rpm, but my mechanical timing is correct.

I'm confused as to how to fix this, any help? Thanks.

check all you vacuum lines, maybe a vac leak somewhere.

Well it's not a vacuum leak as I've sprayed all around the hoses and nothing happened.

seals on your injectors too big or worn down?
