98 Civic clutch issues
Got my clutch replaced in January of this year and was working great. But just noticed over the past few days that my clutch is acting up. It feels loose during most of the push until the last 4-5 inches from the flood. While it's shifting into gear fine for the most part, I've noticed that going into 1st gear is more of a solid click than a fluid movement as it's always been. I decided to check the fluid and topped it off and was only able to put in a couple tablespoons (I'm guessing) before it reached the top. So it's not low on fluid.

Before it reached the top of what, exactly? It sounds like you're confusing clutch feel with transmission feel. It does, however, sound like you need to have your clutch pedal adjusted.

Clutch fluid doesn't have the effect on transmission feel that you think it does. It sounds like you have two separate issues. First, the clutch pedal needs to be adjusted. Follow the FSM page I posted earlier. Second, you could have a small internal issue with your transmission, or your fluid could just be getting low. Drain and refill your transmission fluid. I actually have a DIY in my build thread for that.

Clutch fluid has an indirect effect on shifter feel. If the fluid is low or has bubbles in it, the clutch will not fully disengage. Of course that would change shifter feel, as op is describing.
OP....bleed it until you're confident its properly bled. Then adjust the freeplay on the master cylinder. Go for about 1/4" of freeplay as the max. A properly adjusted, stock (or stock replacement) clutch for a Honda should have an engagement/disengagement moment that happens with the pedal at a touch above half-travel.
You can adjust it a bit more up/down depending on your preferences.
