97 civic, h22a swap, chipped p28-no start no, fuel pressure.

97 civic, h22a swap, chipped p28-no start no, fuel pressure.
97 civic HB, h22a swap, chipped p28,
was driving down the road, car died, pulled into a parking lot and would not start again.
I have a constant CEL and battery light, but I cannot pull the code, tried a scanner and the "paper clip" trick can't get anything. I have a obd1 p13 h22 ecu I plugged in, same thing constant CEL and battery light but could not pull the code Either way.
when turned to the on (ii) position the main relay does not click, and the pump does not prime, there's a fuel pressure gauge on the fuel rail which read 0psi.
I pulled out the main relay and look at it cannot see any bad connections that need soldering (will post pick soon, in case I'm wrong and somethings wrong, looks a lil corroded but solder looks fine, I could be missing something though)
I have not checked wires yet because I do not know what leads to check and for what amps/volts yet. So I don't know where to start tgere.

The oil pressure light should come on with key on engine not turning. Also brake warning light (if the brake handle pulled up). If neither of those do, the ignition fuse is probably blown. It is one of the ones under the dash. The battery light is on a different fuse.
That main relay needs resoldering. Several of the joints have cracked solder though it may still work OK.
