'96 Civic EX running OBD2a -> OBD1 P28, doesn't want to start

Default '96 Civic EX running OBD2a -> OBD1 P28, doesn't want to start

Well this is the scenario, A few months ago I bought an obd2a -> obd1 jumper harness and a P28 ecu, which I was running for awhile.. and I eventually swapped it back to the stock P2P ecu (obd2a).. well just recently I swapped the P28 back in and it doesn't want to start up.. it takes a few tries and giving it gas to get it to stay running.. and eventually it will idle and drive fine.. The only codes i'm getting is primary o2 sensor

why would the P2P start and run the car fine, yet the P28 doesn't? Could it be my jumper harness?

nevermind, got it to start with o2 sensors unplugged
