Default 94 cx d15b8

I believe the 94 cx is a d15b8, which would be a better mini me head a Z6 or Y8 head .... which would have more HP or would both me the same?

Y8 has a better intake manifold. Aside from that they aren't much different.

so if I got the Y8 or Z6 head and kept my D15B8 intake would it impact performance much?

I believe there is only a couple of hp difference between the two, whatever you get the best deal on would be my choice
