92 civic idle problem

92 civic idle problem
i have a 92 civic with a d15b7 in it. its bone stock.
its been having idle issues it idles at 200 when warm and it idles at 1000 when you first start it up (usually all cold engines suppose to idle at 1500).
i tried adjusting the idle screw when i unplug the iacv and adjust the idle screw the engine only goes up to 400 with the idle screw almost all the way out.
i replaced the iacv and the fast idle on the throttle body and still the same thing
anybody had same problem? or know a fix for this?

the ignition timing is set perfect its on the red mark on the pulley its at 200 and when sometimes when you come to a complete stop the rpm gauge is at 0 like on the needle but the car runs smooth it doesnt shake it only acts up when you turn the a.c on

I could be wrong but I always thought that first line on the RPM gauge was 500rpm. Unless your using another tach.
Have you cleaned your IACV or the FITV? Check the stickies up top in the FAQ and try cleaning those out, that cures idle issues for a lot of people.
