92 civic hatch/JDM d15b swap - failing smog test with high CO and HC

Default 92 civic hatch/JDM d15b swap - failing smog test with high CO and HC
So I got a d15b in my eg and its failing smog, I've tried twice with no luck. The report says
1. High speed co / 2.16% greater than 1.20%
2. Idle speed hc / 359 greater than 220 parts per million

Does anyone have some ideas on where to start. Motor runs awesome. No smoke, noises, perrs qiuet. Passed last year with no problems.

JDM d15b with p28 ecu full exhaust header back.

No check engine light, and I've only done regular maintenance like oil change, air filter. Nothing major.

Replace the PCV valve, plugs, wires, cap, and rotor. Then adjust the ignition timing to spec.

So I'm taking it I just order vx. parts cause that's 1.5 as well. Gonna try that now.
